Skin already owned locked
I received Blacksmith Poppy as a gift, after the Poppy update it's locked and doesn't show as me owning it. I can't select it in game, but it's available to buy. I'm assuming I'm not the only one who this happened to.

Thanks for the report!
You'd mentioned this was a gift, and you're no longer to actually use it in game. Sometimes, gifts will be removed from an account, usually because of the following.

If a player participates in Refer-A-Friend fraud to acquire IP or RP, then any champions/skins gifted with this IP or RP are removed.

If a player purchases RP and gifts content with it, and subsequently issues a chargeback for the money spent on that RP, we will remove that content.
If you believe that content you have purchased/received on your account has gone missing and is not due to either of these two scenarios, make sure to submit a ticket! We can look into your account and investigate further!
There is currently an issue where some legacy skins aren't displaying in the Champion Details Page, but are available to use in game. However, based on what you're describing, this doesn't sound like it's the case.
I own all the Poppy skins, some games i can use them, other games it tells me they are locked and I don;t own them.
I dunno whats going on but I hope they fix it soon.
Is this Poppy-specific?
Same problem but with an Anivia Skin. black frost 
:( i think it may be an issue with mystery gifting? dunno
so they are having problem with the store as well and are working to fix it. got an email from from a very friendly and efficient player support specialist by the handle of "Frost Ace". only took six hours for them to track down the problem, and with the amount of bug reports they are getting with this patch, kudos on the quick action. very satisfied with player support from Riot.
