Mystery Chests miscounting items available?

According to the text, mystery chests will unlock a skin worth at least 975, but only if there are 10 items in the pool.

But if you have exactly 10 items available, it won't work any more. You can see that there are 10 skins that should be eligible due to costing 975+: Cottontail Fizz (975), Dreadknight Garen (975), Ice Drake Shyvanna (975), Ionia Master Yi (975), Panda Teemo (975), Runeguard Volibear (975), Scarlet Hammer Poppy (975), Volcanic Wukong (975), El Tigre Braum (1350) & Sad Robot Amumu (1350).

On a side note, while I understand this restriction when one has only a few champions, does it really make sense any longer once someone has them all?

Not sure about why it won't let you though. It may be possible that the 3 free skins are secretly excluded?

Why not just buy the cheaper 490RP box if that's all you have available?

I have quite a lot of skins, I honestly can't keep track, but I see 10 eligible and yet it believes there are 9 so it looks like an off-by-one bug to me (maybe it's checking items > 10 instead of items >= 10). I don't have social media things to link it to, so I haven't really been interested. I know it gave me Ice Toboggen Corki recently so there might not be many left.

Also, when you hit the daily limit it gives a different message. I have hit that a couple days ago. I assume something is off with the count.
