Insane health regen with Ocean drake and red buff

I feel like this bug has been around for years, but this was ridiculous. I was playing Galio and when I had tier 1 Ocean drake and red buff I regenerated about 1000 health in like 3 seconds. I've seen this a few times with red buff specifically, but this was just stupid. It was better than having a Warmog's. I would have a gif of it, but the client bugged out and won't let me download the replay.
