It does exist, indeed.

Elo hell is when 2 of the enemy team are dead, you ping for drake 20 times, and no one come because they prefer to do a damn red buff and your braum pref to FARM in lane alone.

Elo hell is when there are 3 enemy inib open, 1 of the enemy dead, you ask your team to group and pick one inib, and still someone stay in lane to farm or your hecarim jungler says "i need money for items" and stays in jungle to do camps (at lvl 17).

Elo hell is when a nasus is top without teleport, 1 of the enemy team dead, you ask help for drake and no one come.

Elo hell is when you do a team fight, it ends well with 1 enemy champ dead and 1 splitted top or bottom, you ask your team to push and destroy the damn mid tower and they went to chase the remaining enemy champions. Of course it will end with no tower destroyed and MAYBE 1 more kill.

Elo hell is when you ping your teammates to not chase a champ in the enemy jungle, with drake respawning in 30 sec, yet they do not listen and go to die worthless. Of course drake lost, too.

Elo hell is when there are 2 INIB without towers... the enemy team (except for nasus) is respawning in 20 sec, you ping that damn inib and nexus's towers and your team goes for a nasus.

Elo hell is when you ping a damn tower (5 hits to be destroyed) yet your teammates target champions around tower, giving enemies 1 or 2 kills thanks to tower shots.

Elo hell is when there's a NEXUS OPEN and after you pinged that 40 times, suspence... Your team goes chasing champions around the map.
