Rune pages

So, I have 16 Rune Pages. I have quite a few runes to even fill them out with. However the more experience I get, the more I seem to use 1 of 2 AD pages, 1 of 2 AP pages, and 1 support page. This leaves me with 11 unfilled rune pages and I'm not sure what I should do with them.

Should I vary the pages for MR or armor specifically? Does anyone use AR / Pen pages these days? (I have the runes but never use them because I feel weak early) I have 2 pages Filled specifically for Vlad and Shyv because I use hybrid pen on shyv and health instead of armor on vlad but otherwise they are standard.
