Support Morg: Tank or AP?

So, I'm a relatively poor player who has never really gotten out of Silver in ranked, and I mainly play Team Builder. One of my favorite champions to support as is Morgana, and I've found success with two builds, the largest difference of the two being the rune pages and masteries that I use. Here's a brief breakdown of each build:

AP Morg

  • AP Quints/Glyphs, HP Seals, Magic-pen Marks
  • 21/0/9 masteries
  • Rush Zhonyas after sightstone and build AP items like Deathcap afterwards.

Tank morg

  • Armor Quints/Seals, MR Glyphs, Armor Seals, Armor Marks
  • 0/9/21 masteries
  • Rush Zhonyas after sightstone and build aura items (Aegis, Frozen Heart) afterward.

So, my question is, which build do you think is best? In your response, please consider that I rarely play Draft Mode, and thus never have a heads-up about the lane that I'll be facing, so picking on a matchup-by-matchup basis isn't something I can do.

really not a fan of damage supports because their dps falls off mid and late game because they are underfed.

I'd say it would depend on your team composition and how the game is progressing.

If you pick up several kills, get pretty far ahead, or your team is quite AD heavy, it may be a good idea to prioritize AP items.

If your team already has a lot of magic damage or you don't have anyone tanky, you may be better off building defensively.

In general, tank is better. As a support, your value is mostly in your crowd control, and to use your ult to its best capacity, you're gonna need to channel all of your gold into surviving. In the typical support game, I don't get more than one or two items after sightstone/boots/support item: I just don't have the gold for it. Aegis and Zhonyas is a good reach goal, in my opinion.

I normally build her max CD reduction then decided tank or ap. I start with 20% cd reduction with runes and masteries seems effective for making the most gold out of my item 3303 but hey just an idea.
