I was wondering cause I enjoy playing vlad top he can out poke most other champs and he has the best sustain in the game but he does no damage with the ap builds I use I used the best rated mobafire builds and still he does no damage is he just not a viable champ anymore ?

Hes viable, and can poke hard all game, but anyone with a gap closer, escape, or just move movespeed can pretty much ignore him since he lacks any reliable wya to chase and finish off an enemy without giving up a summoner spell for a kill.
