I was wondering cause I enjoy playing vlad top he can out poke most other champs and he has the best sustain in the game but he does no damage with the ap builds I use I used the best rated mobafire builds and still he does no damage is he just not a viable champ anymore ?

Vladimir isn't bad. He has weaknesses though. Gap closers give him trouble and more so if they are running ignite.

Build WotA, Rylai, Zhonya, Rabadon, and Spirit Vissage, Liandry or Luden, depending on What item you find better in certain situation. Vlad isn't really about very high damage, he deals moderate, sustained damage, don't expect dealing tons of damage like some kind of assassin, unless you're really very ahead. Generally, Vlad can easily 100-0 squishies if you do it right and with Rylai, you can kite tanks and bruisers all day, slowly depleting their health to finally kill them with ult. He is 100% viable.

Gubaguy1 votesHes viable, and can poke hard all game, but anyone with a gap closer, escape, or just move movespeed can pretty much ignore him since he lacks any reliable wya to chase and finish off an enemy without giving up a summoner spell for a kill.
