need tips/trick to carry

I am currently gold 3 and have been playing league since season 2. I'm writing this post because its gotten to the point were i feel like i cant win anymore. i do my best to win lane or push to draw as much attention to me as needed to help other lanes because i know i can still do good with a high jungle presence on me. But the other lanes still struggle and i roam when i am able too and always teleport in for objectives or if needed in small fights, i do the best i can but it seems like it just not enough. i know its impossible to win every game ever but should i really be losing this much? I played A LOT of support just so i could keep the adc alive as much as possible to increase our chances and it worked for a little while but now it just killing me to lane with someone that wont respond to pings or go in when i do that i ended up having to stop calling support. is g4-g3 a bad elo becuase it seems like everyone got a lot worse since i got here most people just want to do there own thing and so we end up being divided as a team but i still do my best to communicate in hope to win. i try to get as much cs as i can in laning phase and i average around 70-85 cs at 10mins with usually a kill. so if there is anyone that can help me with what im suppose to do more or any tricks to help get to high solo que i would love to here it because right now im feeling pretty helpless.
