Armor penetration

You lay them down gently and... Well... Essentially you just do true damage.

If you have more Armor Pen than they have armor you do more than True Damage. I remember playing spell pen Ahri and had more spell pen than the enemy had MR and the Q was doing more damage going out than it was coming back. Negative Armor seems to give the same percentage bonus as positive armor gives resistance.
