If your adc is passive then play passive. Kayle support is non meta but the way I would do it is I would go support with magic damage, Max Q first for the poke. If you max E it pushes the lane and if your adc wants to play passive that wont help. Kayle does have alot of mana problems so take that into consideration, Morellos is a good option.

Play the style of your ADC, stop trying to get them to play yours. Keep in mind your role is to complement them, not the other way around. If they wish to be passive, be passive.

I would say that Kayle support offers very little in the current meta that someone else doesn't already do better.

-- Q - High mana cost slow. Raka, Sona, Braum, Thresh, Janna, Nami, all of them have a better cost slow, and all provide other utility as well. -- W - Heal. Raka, Sona, Nami, Janna, have native heals for a lot more. Also, a lot of tanks played with the targon's brace path heal more than Kayle can. -- E - Ranged Autos. About half the supports have ranged autos or gap closers with CC/Abilities. Having this cost mana is a waste of mana. -- R - Temp Invul. Aside from being the cheapest, most annoying ult in the game, There's still someone that does it better. Zilean. Instead of waiting to kill them, most enemies simply walk away from the person zil ulted. It's just a waste to burn abilities on them.

Kayle is a good mid/top/jungle. But atm, not a good support. However, it was a thing in the past, and may possibly be so in the future, if support meta shifts.

Also, the stream I mod for is run by a Diamond that mains support : http://boards.na.leagueoflegends.com/en/c/tips-tricks/W7KqoJiI-free-coaching-from-diamonds

Might want to swing by and ask her questions. She'll likely answer with some of the above ( I -may- have stolen parts of this from an argument she made. >> ) But may also have answers that differ from/expand on mine.
