She's a jungler, one that focuses on ganking early. She's got pretty strong ganks if you can land Cocoon, and she's good at tower diving with her spider-form Q and E.
You generally wanna start Krugs->Red->Blue, because the Krug smite buff meshes well with her spider-form W. She can finish her first clear with plenty of health to go gank a lane.
For her items there's several things you can do. She likes the Stalker's Blade (even stronger ganks) or Ranger's Trailblazer (faster/sustained clears, letting her camp lanes more easily). For enchantment you wanna go either Juggernaut or Magus. I would suggest focusing Juggernaut unless you got a few good ganks in already and are powering up. Get Sorc shoes if you picked up Juggernaut and Merc Treads if you picked up Magus.
For the most part Elise's damage doesn't scale that well, so you want to mostly build tanky items as her, with maybe 1 good damage item. If you did pick up Juggernaut, DFG really ramps up her damage but that's an expensive item. Elise shifts into more of a supporting role later on due to her bad damage scaling, but she can still kill squishies pretty fast. If you're feeling up to it you can focus tanky AP items (Rylai's, Hourglass, Liandry's) instead of straight tank or straight ap, that would let you keep some damage without being TOO squishy.
One thing Elise is going to love in the near future is that she's very good at fighting off invasions of her jungle, since her kit is crafted toward picking off exposed single enemies and crushing them. It sounds like Rek'Sai is going to be an invading fiend.
Hybrid pen reds, armor yellows. I personally prefer 2 AP and 1 Movement speed Quint, but I know some players of her go with a straight 3 movespeed quints. Glyphs can be whatever you like from Flat/Scaling Magic Resist/AP.
Finally, don't buy Devourer as her. Ever. Seriously.
Well I would recommend playing her in intermediate bots until you can get like 15 kills without dieing (That's what I do when I want to learn a new champ), that is when you will have a feel for her and know what she can handle and what she can't.

I've been experimenting with the new jungle items and I really like
with her. After I finish my jungle item I build tank (the items depending on the enemy team comp). I build her tanky, because she's too squishy otherwise, but she still deals plenty of damage. If you are doing good you can get 1 Magic Pen. item after your first tank item to really start hurting.
This works beautifully for me. You can always make changes to your liking. Hopefully this is enough to get you started with Elise :).

One thing that's worth mentioning that building Magic Pen instead of AP on her is quite viable, thanks to her %HP damage and poor scaling. Except for Void Staff, the two big Mpen items (Haunting and Sorc Shoes) are both quite affordable. Haunting also brings a little more durability to the table. With those and your masteries and runes, you're basically doing %HP true damage to anybody who's not really stacking Magic Resist. I wouldn't suggest finishing Haunting into Liandry's unless you're getting fed, though, and hold off on Void Staff if nobody is building Magic Resist.
And the nice thing about Elise is how lightly most people take her. Unless you've got another AP on your team, the enemies are liable to brush you off as a threat and not build MR.
