Is evelynn A good jungler
Evelynn seems like she would be a good jungle but is she? if not what lane do i play as her?

She's primarily a jungler right now. Her invisibility gives her incredible gank potential; unless the enemy team has true vision (pink wards), a smart Evelynn player can gank them very efficiently. Her clear is fairly strong too.
She CAN be played mid lane, or I suppose top even, but her advantage of invisibility is mostly negated in lane by her constant necessity to farm in the same location against enemy creeps.
As for how strong she is: she's a champ that I feel is as good as the player. The better you know her and how to apply her strengths, the better she performs. There's no "she's broken" or "she's terrible", she's in a good place.
No she isn't nerfs pretty much took her out. She gets destroyed by any of the other good junglers.
She is the weakest champ in the game.
I didn't say she isn't good, I'm just saying she has low damage, health, and is very squishy.
definitely not a lane evelyn, but a jg i would say ok, her 1 v 1 or 2 v 2 isnt great so u cant counter gank, and cant gank a lane where u can be counter ganked, any 1v1 or 2v2 she loses, u hav to use numbers advantage.her scales are decent so she doesnt fall off late game, the biggest issue is her ult doesnt even finish off opponents with 1 hp, shes a great intiator/flanker with her ult, she's player's skill reliant and absolutely op in low elo.
i play her alot and i say she is a great jungler, a tip I would give is to go AD 
because an ap build is either expensive or squishy with
