This isn't a hate thread, I honestly want to know. I have never played her and don't often see her gank toplane. I know her that she has spammable AoE and that she can go invisible, but I have no idea what she does besides that, when she is good, etc.
She is a good jungler, that (when fed) can be a great gank and shred the adc health and then dissaperaing into the void.
Most junglers ignore top lane as much as possible.
Anyways, she's a good chaser and can initiate with her ult.
Depends how you build her. I'll list all build paths that i know of and try to summarize what they do.
Warrior/Runeglaive, Luden's Echo, Rylai's, Tank-items
Is tanky. Besides that, cc with R and Rylai's. Run after people and slow them. Q based.
Warrior, BotrK, Trinity?, Tank-items
A bit less tanly than the previous example, but more dmg and Movespeed. Based on E dmg and TF procs. Bruiser style
Runeglaive, Luden's Echo, Gunblade?, Ap-items
Full assassin style. Burst people - run away.
You have to keep in mind, that you can build a lot of stuff on her. Like getting Trinity Force, Hextech Gunblade or Luden's Echo for damage and then buy any Tank-items you want.
MY preferred build is "AP oneshot":

Runeglaive, Luden's Echo, Nashor's Tooth (procs twice on E), Rabadons, Voidstaff.
Then exchanging Runeglaive for Lichbane. Last item Tank-item or another Ap-item. No boots needed, since you have Lichbane and Luden's.
E has a 190% Ap-ratio with Lichbane, Nashor's and Spellblade-mastery. If you get ahead with this build you can literally 1shot people with E. Risky though.
She is a champion that can be a real headache for many teams, especially if you don't buy pink wards. You need to keep track of her because at any time a lane skirmish can be a 1v2 or a 2v3 and you won't even know about it. Her ult is also very good for teamfights and ganks. She is also extremely versatile when building...You can go AD, AP, Hybrid, Full tank, AP tank, AD tank.....I have tried all of these items on Evelynn (some are better than others, obviously)
....all at least OK on her. And then of course you can build tank.
Counter jungling. Making enemy stealth wards useless. Hit and run tactics. Chasing down enemies.
