No, sadly it doesn't reduce the damage of on-hit effects.

It will still reduce the damage of AA modifiers, stuff like Vayne Q's and Nasus Q's

True damage cannot be weakened or amplified by any means (the only thing doing this was Ahris charm which strengthened her Q true damage, but they removed it).

actually the inhib turrets laser is coded to reduce all damage dealt by the champion being hit, including true damage. I don't know if it still does this, but it used to.

This is a pretty late reply but do you know if it mitigates any, or all abilities treated as on-hit (i.e. Ezreal Q, GP Q, MF Q, Evelynn E etc)?
