No, sadly it doesn't reduce the damage of on-hit effects.
It will still reduce the damage of AA modifiers, stuff like Vayne Q's and Nasus Q's
I haven't got a clue. if it does, it just became my new favorite anti-devourer item

Ninja Tabi is anti AD so I doubt it'd have any affect on magic damage.
