Tear to Seraph's on Veigar?

Tried it in a normal game and it seems pretty legit, but I'm reading a lot of old posts in the archives telling people it's bad.

Can any more experienced players explain why? Or is it fine and I'm just reading a lot of crap?

The only downside is the lack of CDR, but I don't think it's that big of a deal.

If you learn to manage your mana well, you should avoid both tear and item 3028 , I go full ap as veigar with a bit of mana/5 in the runes, start with 2 item 1076 and you won't have mana issues at all, this way you can be stronger in lane and your opponent won't be able to deny farm.

so: more ap=more dmg->safer lane->more ap

I'm gonna guess it's a slot efficiency issue. Also, you need to stack the tear when you can just buy Athene's and not have any mana problems.
