when should one choose to play Taric?
I feel like he's a very niche champion at best. I'd like to hear your thoughts on favorable conditions when Taric is a wise choice.

You play him when you can be very patient and you won't burn your abilities unless needed.
He's decent against Kalista because of his passive armour stacking that spreads to allies, also against any champion without dashes; MF, Kog. He shines with Vayne and Graves. The goal is to use the stun when they get out of position, you don't really want to just run up and stun. Coordination with your ADC is crucial. If their abilities are on cd and they can't get off damage, your stun is wasted. Heal should be used before a relic shield stack comes up because aa'ing minions lowers the cd of all his abilities.
The biggest issue with Taric is that he has only one way to protect an adc, most other supports have at least two. Once he has no stun, there is no other form of cc to help your adc, so your adc has to be mobile and has to understand to play safe when your stun and heal are on cd. They can't be reckless. You have to be patient and farm up a cc'ing item, such as iceborn, so Taric can be very expensive. If your adc is good, money won't be an issue. I sell relic shield mid-late game for a coin because there's no minions to kill at that time and the speed burst is better than a shield that won't soak up more damage than your heal.
honestly right now, never. With the amount of supports that have come out in the last year or two, there is one that can fill whatever roll you would need him for. He's in serious need of a full remake top to bottom

He works against Kalista (armor stacking + targeted stun) in bottom lane. I've seen him used effectively in mid lane against Talon and Zed.
I don't play him much at all.
