What I mean is, most Ryze players will max Q, then W or E. But Quas insists on maxing W, then E, and Q last. How do you guys feel about his max order?

I could understand WQE, but WEQ?
He's trying to get the perma-root as early as possible, and ranking W reduces the cooldown dramatically.
You may want to look at when that video was posted. I think it might have been during a patch where he was completely broken. Ryze has had some changes in the recent patches that has made perma-root something that you don't build for that early in the game.
