Lucian Discussion help (build, laning, etc..)

So I have been trying to pick up again as one of my top adc's, and ironically with project lucian, gives me more incentive to learn the tricks of his trade.

Firstly, I want to know how to build the dang guy. The populous and myself say grab first, but after that i'm stumped, where the community mixes early into later or rush second, if behind, if ahead, I have even heard, and somewhere if tanks but should get anyways at some point. for that shield and vs . Any help would be great there.

Secondly, laning, i tend to play passive aggressive, whereby i farm and q them out of lane, focusing more on hitting and coming back to gut them than bust everything for a possible first blood early. Is that ok? or should i play more aggressive to push them out more, or passive so i don't have the enemy jungle breathing down my back every time i walk past river in bot lane even with optimal vision.
