Morgana is a good support, easy to play and only 1350. If you really don't want to spend ip, just get kayle or nunu. Taric and janna are cheap too. If you're going to use the same excuse, don't play ranked then, its that simple.

I've successfully played support Garen... I'm not suggesting it, but the only reason someone can't support is if they don't want to. If you try hard enough, and don't try to cheese anything, you can make it to late game as pretty much anyone where you just have to peel instead of provide lane pressure.
Also Annie is incredibly cheap and easy to play as well.

Agreeing with all your 1st paragraph. I think Janna is better than Morg as a pure support... but if someone is a mid or feed type then Morg is probably better... I play her both lanes.
My experience is that your 2nd paragraph is over-hyped. Not saying it doesn't happen. Clearly, it does. But from reading these forums it (or something very similar) would be like every other game. Rarely do I see anything that bad.
You know what would stop this from happening? Rito actually punishing trolls. Buuuut that won't happen, so don't expect "toxicity" to decrease at all.
