Liandry (+ Rylai)'s effectiveness on Viktor?

The only reason to buy a Liandry (+ rylai) on a mage is to complement the DoT damage the said mage has right? Is Liandry and Rylai still good on a mage champ that doesn't have DoT?

I'm starting to build Liandry on Viktor because that 15 mag pen early game from Haunting guise and in late game Liandry + Rylai + ult is amazing, but is the DoT of Liandry really noticable on someone like Viktor (assuming I'm procing the Liandry passive on skills that does not have DoT to complement it)

What do you guys think about the DoT from Liandry (+ Rylai)? Is it worth having on Viktor's lasers? I get it that Viktor's a bursty champ and doesn't need DoT to kill squishies but when I'm against somewhat-tanky people, Liandry + Rylai (+void staff and sorc shoes) is a good investment right?

Against tanky compositions it can be great. It's effectiveness relies heavily on extended fights/kiting if you're not doing DoT. Best possible case with Viktor having those items is you pull the entire team into your gravity field and ult on top of everybody, laser them, pop a squishy with Q+AA. But without the DoT, those items only shine in very extended fights/extended times kiting. In regular fights, you're probably going to proc liandrys twice on a few people with his augmented E, and a third time on, at most, one enemy. But his ult is definitely worth it against immobile comps. If they get slowed they can't escape the ult, and liandrys will proc over and over. You just have to make sure you stay alive. If they've got an escape, a dash, a blink, etc. sorry, they're just going to jump out of your ult and your gold will have been better spent on increasing the up-front damage rather than extended DoT.
