Serious Question: how do you win with 500 ping?
I've seen some people do it before.
kiliaNcrima on youtube sometimes has 200 fps and pretty high ping

I live in BFE, and have to rely on sattelite internet and satanic ping (+/- 666).
You just have to make the best of it. Play a little more defensively, because you need to predict what the enemy will do. Instead of relying on reflex, you have to be able to see the situation unfold before it does, like in chess. Be careful with movement; every time you change direction you have a small piece of lag that people can capitalize on. Make sure you're not spam clicking your movement; space it out, and try to click further away. Stay away from champs that require intricate movement (I have a lot of trouble landing Fiora's vulnerable thingies). Try characters that are less reliant on skillshots, but when you do SS, make sure you're shooting for where they're going to be instead of where they are. Just like you do with opponents more skilled than you; make it boring for them so their greed causes them to screw up, then capitalize on that screw up.

You play Xin Zhao.
Yeah, my ping rarely ever hit 500, but the feel of league is completely different with high or low ping. Low ping is a lot of careful watching of subtle movements and being ready for twitch reaction plays. High ping is slower, more watching behavioral patterns and planning by them. Like Illusydara said, it's kind of reminiscent of chess where you plan baits and traps for your opponent and try to recognize theirs early on.
In my opinion, high ping is more frustrating, but low ping is more stressful. You basically just have to accept that when the ping is high, nothing will speed it up; queue in any commands you want and observe how events play out.

Ping is your connection to the server. It's determined by your connection speed with your ISP, your modem/router(?) and your computer's Motherboard(?)
FPS is your "Frames Per Second." it is determined mostly by your Video Card, cable connection to monitor, and your monitor. (need a proper one to prevent screen tearing for higher end video cards.)
As for how do you play with 500ping, You really can't.. MOBAs require split second decisions, and it's just too much of a delay to react, unless you're really good at watching the minimap and predicting everything that will happen.
(I'm still learning about computers, so some of it I'm unsure of.) :D
