So I did some math and I figured out that with some masteries/runes, a morellonomicon, and lucidity boots, Ekko's abilities will have really low cooldowns (at max rank) His Q and E would have a 4.2 sec cooldown granting him great mobility and poke, his W would have an 8.4 second cooldown making him a lot safer and making it easier to engage with another ult (such as an amumu/sej ult) and his ult would have an extremely low cooldown of 42.

its not about how often you can use it, it is about how effectively you can use it.
I think that Riot made his cooldowns on those abilities intentional with the 40% CDR. It's like an easter egg. 42 is the answer to everything and whatnot. 4.2 Q CD, 4.2 E CD, 42 R CD. Coincidence? I THINK NOT!
How would you go about solving the serious mana issues that 40% cdr would generate?
Yeah, that's great and all, but from what I've seen, Ekko is one of the most mana hungry assassins in the game later on, especially if he's spamming E (80 mana) and Q (100 mana) (both of which are pretty expensive for the amount of spamming you'd be doing).
Luckily, his ult has 0 cost (which seems a little strange to me) and 40% CDR leaves it on only a 42 second cooldown.
