LoL hud modding, move enemy status window

Do hud mods still work and could I get banned for using them?

I have a small hud mod idea that I want to do. By default, when you click on an enemy, you see a window on the top-left corner of your screen telling you how much health they have, stats, and what items they have. I want to move this window to a different location on the screen. Ideally, I only want to move the numeral health display toward the center of the screen.

How do I do this?
