Remove duo-queuing from Ranked

If you really like playing duo-bot lane with a friend, go to normal or team-builder instead. Ranked should be a perfectly even playing field where every solo player is at the mercy of matchmaking. Fixing the system with a really good/poor friend hurts matchmaking for everybody, I doubt your friend is "exactly" the same skill level as you in such a way that you'd be match coincidentally if you both entered solo-queue at the same time.
