Rework Bard into a Jungler

When I look at Bard, I see a peaceful free spirit who wants to roam around and collecting chimes and I think his kit reflects this, but in practice you can't really get away with it and, as such, he is designated to being a bottom lane support. I think support is completely all wrong for Bard. For one, he doesn't have as much impact as other supports in lane and, secondly, it seems all wrong for his character. Bard's character doesn't really reflect the lane-bully who toots his horn at bot laners all day and occasionally drops heal shrines for the adc. No, Bard wants to be free to run around the map.

This is where I propose a rework to make Bard into a jungler. I want his gameplay to be about collecting chimes and befriending jungle monsters. As a jungler, make it so he gains significantly more EXP from chimes and instead of KILLING jungle monsters for more exp and gold income he plays music for them and they dance for a few seconds, Bard then gains exp and gold for this. After, this puts the jungle camp on a cooldown so Bard has to run around to another camp and make friends with them. Then, between all that, Bard can supply all lanes with heal shrines and gank.

Such changes would make Bard such a truly cool unique champion. This is how Bard should've been all along.
