Viktor's got a fair amount of flexibility. If you need more waveclear/long range, focus on your Lazer. If you're fighting a highly mobile champion, I like to upgrade my Q more, getting an early Lich Bane.
Just practice with him, and you'll start to get a feel for it.
His lazer is the hardest part of his hit to master because it's such a weird dynamic.
Practice with him, get his lazer down first, the rest will come naturally.
He's also one of those champs that works extremely well with early magic penetration.
First hex upgrade for E is a big priority, should 100% be purchased within your first 2500g. Rushing it is in fact fine. Items that might come before it:

How good is Viktor? He is currently the best immobile nuke mage in the game. He is immobile but his burst is very very high
Viktor is really fun, has a moderately high skill floor, and a very high skill cap for an immobile mage.
In terms of playing Viktor, first thing you need to do is go to a bot game and practice your E (death ray) until you can hit it with smart cast 90% of the time. Once you do that, then you can take him to PvP.
For runes, you want to go full glass cannon AP mage runes. 9xs magic/hybrid pen marks, mana regen/flat armor seals, AP per level/MR per level glyphs, and 3xs flat AP Quints. If possible, take the mana regen and AP per level, but take the armor if against an AD assassin, and the MR per level against an AP assassin. I personally like hybrid pen marks on mages because it makes last hitting easier with only forfeiting ~2 mpen.
go 21-9-0 or 21-0-9, taking everything mage related in Offense (skip double edged blade, it is too weak on ranged champs, and always get arcane blade higher up the tree). For the other 9 points, go for either hp regen, reduced champion damage, and extra health, or mana regen, summoner spell cooldown, and biscuits.
In game, you are a lane bully and need to steamroll off of an early lead. Start Q if you need trading power, or E for strong harass at level 1. You want to go for either Q or E at level one, the other at level 2, and W at level 3. After that your skilling order is R>E>Q>W, R for obvious reasons, E because its damage scales up hardest, Q second because the main damage scales with level, and W last because it deals no damage.
In lane, you want to use your E for poke, and use your Q for trading. If you see damage incoming, immediately Q the nearest minion you can click, because the shield comes up instantly. After that, AA the enemy champion to get the Q proc off for strong counter harass. Stay in lane until you get ~1400 gold, so that you can afford your first augment, boots, and a couple pots or a ward. Always augment E first so that you can start bursting people hard. Your first actual item should usually be a Zhonya's, then a Lich bane, then a Void staff/Rabbadons (depending on whether they have MR yet or not). You will want to upgrade boots pretty early, usually right before getting Zhonya's. For your second Augment, mid game is usually the best time to upgrade. Go for the Q augment second so you can kite+chase better. SUPER late game, once you have all your augments and items, you can trade in your boots for a Rylai's. It gives you durability, a TON of extra damage, and some extra kiting power. The reason you can replace boots is that between Lich Bane's %MS, Q augment's MS boost, and Rylai's slow, you can afford not to have boots. Don't swap out for Rylai's unless you have everything else maxed out in your build. This build gives you between ~750-850 AP once complete, giving your full combo nearly 4k damage.
Your standard burst combo is E>Q>AA, and this will 100-0 most non tanks late game, because of E's very high damage, Q letting you gap close with the MS, and your AA proccing the Q bonus damage and Lich bane bonus damage. If you have to, use your ult for burst, but it is much better as a team fight AoE than a solo bursting spell. W is extremely underrated. If you get dove, drop it on your feet and drop your burst rotation/Zhonya's. With the augment, it is like a no damage Orianna Ult that also stuns, which sets up your R's and E's massive AoE burst, allowing you to chunk out a whole team to around half HP. Whenever you use R, don't just use it for burst. The majority of its damage is in DoT, so micro managing it is key to maximizing your damage (basically, never just drop it and forget it).
