Ranked is still in season 4? Do the matches during this time affect my mmr/elo? or do these matches affect where ill seed next season?

It is technically in preseason 5, not season 4.
The matches in the current preseason will affect where you seed next season. That being said, unless you climb or drop a significant amount from now until the end of the preseason, it won't affect your seed all that much.
