How to show CC bar on enemies?

I've seen videos where you can see the CC duration on enemy champ as a white bar under the health/mana banner of enemy champs. I see them using this to chain CC effectively, but I can't see how to enable it? What setting makes this show?

Note I do see it on allies, just not enemies. Is this something that used to exist that was removed?
