%HP Runes?
The Seals and Quints that give %max HP (I believe its .9 per seals and 1.5 per quint) that is for your total max hp with items correct? Or is it %HP of your natural max health ignoring hp from runes/masteries/items?

Its with items, masteries ,and runes. But it takes a large amount of health to make them worth it there really good on Sion. The amount is like 4.8k or something.
With all the %HP seals and quitns its an extra 9%$ max HP, as for cost of runes its like 10K for the quints+seals
