If this works, Lucian will MELT people ... (Mechanic question)

Hey there, Master Fledgling here.

So. Lucian's ultimate applies on-hit effects (I think?) If not, this is rubbish. If it DOES, however, the Skirmish Saber suddenly gets very sexy; it lets you smite a player and then causes your auto attacks and other on hit effects to proc a true damage chunk for the next 6 seconds. ~30 attacks in 3 seconds, followed by double shots, will kill anything on paper.

Thoughts?
