I seem to find it difficult to cs as Annie in PVP because of how the wood divisions play. I also noticed most of their behaviour such as them focusing on kills and not objectives and usually care about killing me by heavily harassing and tower diving. Any tips with CSing in this scenario?
Um, I personally dont think the division you're playing in changes a lot your CS. The only tip i can give you, which i think you already know it, is cs with your q, it doesnt waste mana if you kill the target.

If they're hyper aggressive, farm under tower.
Then stun them if they try to dive.
Desecrate their corpses afterwards.
Annie has stupid attack range so harrass back.. Farm with your Q, it's free if you last hit and it makes last hitting super easy. (and safe)
Don't let them poke you for no reason, it's pretty easy to get Annie's burst off on someone.. When your stun is up in lane, just point and click Q-stun-W pre-6 for free damage.
You should not be 100% focused on CS, just like you should not be 100% focused on kills.
Ask your jungler to camp your lane for a little bit, and bait them in (hold 3 charges and leave E off CD so they can't see your stun is ready) and stun for an easy gank and kill. Then you can CS til they get back :3
Annie is one of the easiest champs to cs with (nas being another). That's true regardless of division. In fact, CS becomes more difficult as your opponents become more adept at disrupting you (as they will in higher divisions). Right now you're in CS heaven, pretty much. :)
You just have to dodge skillshots. That's the most important, so study your lane opponent champs.
