Zed or Talon
For someone who plays a lot of mid lane khazix and some kassadin, would talon
or zed 
be a safer pick based on their play style and game mechanics

Zed would be a safer pick if you can learn his mechanics and practice with him. He can dive in, but still get out of a fight due to his shadows.
Talon.. When you go in, you GO IN. You have to make sure you've either poked them enough before to just insta-kill them or expect a really high risk fight, specially during grouped fights. Just learn to manage your mana and how to properly use Rake to safely get minions and damage on opponent. Just as a friendly note, Rake is NOT worth spending the mana to get harass on enemy unless you get some minions killed by it in the same go. It does low damage for the first point or two to make it worth sending to enemy without killing minions instead.
Basically Talon does more damage all at once with more risk, but Zed can still do pretty much the same but over just a tad longer cause of how his ult works. I played Zed a couple times, but never really cared for him. Love Talon though and plan on getting him myself eventually. Just try looking around and see which one interests you more.
Go for Zed, he is much stronger at the moment, and probably always will be stronger.
