Generally rush into (so good with his ult) and then consider getting if you need mana, for extra sticking power (makes your ult even more devastating) for obvious reasons, and then depending on the enemy team's build, either if against low MR, low AP, against high MR, and against low MR high AP.

Most people do. It's just not that great as a first or second item so most people save it for a late game item.

If you're jungle fiddle no matter what on your first back you should buy Boots and finish Sorc's. At that point Fiendish Codex gives you extra ap and cooldown, at this phase in the game all fiddle needs outside of mana/regen, which you can bypass with proper spell management and a blue buff. Go into Athene's and just build situationally after that. If you want, Liandry's can be your third item.
