Sheen's Spellblade effect is used up on the primary target only. You'll get persistent effects such as Trinity Force's movespeed from Phage proccing on every bolt hit, but any on-hit that's used up on attack only procs on the primary target.
You get a half decent build on the new champion Kindred.
