I believe that the OP was referring to nerfing Tahm by forcing his grey health to turn into a shield when CCed
Tahm can use his E when snared since it isn't a movement ability. Did you mean silenced?

i did not ask to nurf tahm even though hes annoying af; by hard cc mean stunned/knocked up/etc. silence counts too i guess

Removing his control over when the shield is activated is a nerf though. This could be used to prevent him from regenerating health through his E passive by forcing the detonation of his shield at the end of trades or by forcing it to be activated early while the shield is still marginal.

Were you asking if Tahm was able to activate his E while under the effects of hard-CC? If so, I'm afraid that I misinterpreted the question. Tahm isn't able to activate E while stunned, knocked-up, polymorphed, taunted, silenced or suppressed but he can activate it while snared.
