To maximize auto attack dps, use the standard ADC page (ad red, attack speed [as] quints). Run flat armor yellow laning versus ad, and if laning versus ap flat mr blue (but if not, get scaling mr for later, or get cooldown glyphs)
Ima propose a very uncommon page, attack speed red, armor quint, scaling hp yellow, and whatevers glyphs (flat mr versus ap, scaling mr or cooldown if not). The reason for this is because in actuality volibear has no AD scaling skills; just his autos benefit from AD... although AD is the most strongest damage stat at the beginning of the game. The armor quint and scaling hp gives makes you significantly tankier and utilizes his bite's hp scaling. And if anybody else is reading this, this is a great rune page for many cinderhulk jungle tanks, particularly if you go cooldown for glyphs...
Attack speed is pretty nice for voli, to increase his ult damage, W proc speed, and farming speed... But AD is the best damage increase very early... but voli is pretty unique fighter for his lack of a AD scaling skill. He gets absurd damage from his magic damage on ult and the burst of his hp scaling bite and its high base damage.
Sohleks advice for runes is spot on, and for actual item build on Bruiser Voli, you prioritize attack speed and health for your damage stats, and resists as your defensive stat. If you are going top I'd say start

. Dora's is best into a heavy single target damage/AA reliant champ or a ranged harasser. Cloth armor if you are going into heavy AD, and Flask if you need to out sustain your opponent in the hopes of forcing an all in before their first back or forcing them to abandon the lane early by doing a lot of heavy trades and out sustaining them. For 1st item, you should pick up your offensive item if you plan to get one. Good options on Voli are

. Trinity force is my favorite since it offers a well rounded group of stats and your Rolling thunder will apply the sheen proc for a bit of extra burst. Wit's end synergies with your ult well and is a great option if against an AP lane. Nashor's is only good if you intend to pick up more AP later, so unless you plan on going for an on-hit AP DPS build focusing around your ult and Frenzy attack speed, it isn't the best option. BotRK is great for getting some nice mixed damage as well as sticking power and sustain. it's great for dueling and keeping you damage relevant throughout the match. After that, I'd usually go straight for
because the active is so strong on Voli. Then you'll want resists, either MR against an AP lane (Always try to have a
in your build unless they have literally NO AP damage), armor against an AD lane (

is a fantastic pickup on Voli, especially for split pushing. It gives you a ton of health, a great amount of damage on W, and plenty of health sustain, especially out of combat (not to mention it increases your passive's heal by a whopping 240 health). for boots, I personally prefer
for the absurd amount of speed it gives, but as always, boots are situational, and you can get anything from Ninja tabi to merc treads to zerk greaves.
