Getting Alistar back his crown ... (JungleCow?)

Hey there, a very sleep Master Fledgling here.

I love Alistar. He was one of my first champs due to his free ness and the skin you got with him. I am now a jungle, support main, still looking to find a perfect jungler/support to main. I feel as though Alistar could be that guy, were his clears speeds not so abysmal in the jungle and his mana issues not so brutally obvious. Additionally, his speed is horrendous.

All that said, are there some ways to get around these and have our old Junglecow back? I've found that Mobility Boots and Iceborn Gauntlet both help immensely, but it's still not much.
