Question about Matchmaking

Hi, Is Rank and Normal queue matchmaking have same elo? Some time when i play normals I see a lot of lv30 and low silver but when i rank there is high silver and low gold. So i was wondering if they are different and how they are different? thanks.

They each have their own match-making rating depending on how well you play and how experience you are with the mode.
