Is talon dead?

I have 4185 ip and I want to get talon. However, since his e silence was removed and he was nerfed, I have heard many people say he is not worth buying. Is this true and will he be comfortable playing (because of his gameplay mechanics and fighting style) for a khazix/viktor mid laner (me)

Hm. Talon still has a lot of burst, but his lack of silence means that it's easier to flash/dash away from him.

Pros: good damage, much easier to get the hang of, and nice initiation.
