Anyone can carry a game in solo queue if you are good enough with him and it's low enough elo
I mean... you can... but... vlad is so... underwhelming
the only way I see a vlad carrying is by constantly pushing up his lane then ganking the crap out of top and bottom all game... carrying with him from the middle otherwise just isn't gonna work
It's possible, but very difficult. He heavily lacks early game power to really carry. With Hextech Revolver and DFG you can have enough of a mid game power spike to potentially carry. Vlad really flourishes in the late game after maxing your cooldowns and stacking some AP to make team fights really hurt.
I would say up to gold, after that you will need to duo with someone that goes well with vlad.
