Is it a very unique item with its stats, and it could definitely help mages get more resistances without sacrificing damage. It has now been 3 full seasons since it disappeared from SR, and I think it's time for it to return once more.
Riot has stated before that the reason it's not on the rift and won't be returning is that they don't want tenacity to be easily available. Having the Moonfire available on the rift would give mages and AP bruisers easy access to it without sacrificing much of anything.
That's my favourite AP item, REALLY wish it'd make it's way to SR as the only viable way to get more tenacity for APs on SR is buying merc boots, and there's no item that has AP, mr and armor in one.

I posted a thread on a similar topic, there is no legitimate reason that non summoner rift exclusive items should not be on the rift, even if they are OP or UP their concepts are still solid and can easily be balanced for the rift.
Really the only other item that could be worth transferring over as well is Odyn's Veil as another MR option, but it may need some balance tweaks due to the passive being potentially too OP early with the 400 damage burst. But it isn't as awesome and special and unique as Moonflair Spellblade, so I wouldn't worrry about it. The main thing is we need Moonflair Spellblade in SR. It's a great item with great stats that we could all use.
Moonflair would put Diana and Ekko over the top, would even be very good on Karthus and Annie. If it was slightly adjusted, namely removing the tenacity, it might be less likely to cause Diana nerfs.
I'd rather see force of nature come back. That item was the bomb.

Yeah Armor & Tenacity really should be a thing.
I can never imagine a situation where it would be more useful over similar items.
I could see a variant of it on SR. There are variants of stacking items on the other maps that stack quicker due to the faster games, why not give SR a Moonflare with tweaked stats so it isn't overbearing?
