When teemo is around, you better have a ward with you and be extra careful.
If he disappears: Look in the bushes nearby, and if he isn't there...he obviously used his special ability thing..so just place a ward somewhere.
Mushrooms: When you're chasing teemo, you should be aware for the mushrooms, it causes penta kills..no joke.

Letting him dictate the fight means you aren't using your best tool to fight him: your lack of interest. When he does make the mistake of showing up in range of you, focus him down and destroy him. Until then, ignore him.

I miss ten minute shrooms I stole the enemy teams jungle and ruled the top lanes jungle.
The thing I suggest for most people is don't let teemo hit you for free, hurt him back.
