If your mmr sucks in bronze do you still get matched up with diamond enemy team?

it isnt possible...so i have no idea what you are talking about. besides you are level 11...there is no "bronze" unless you play ranked.

Like they said, matchmaking is based on your Matchmaking Rating (MMR). You'll need really great MMR in Gold before you see any Diamonds. Also keep in mind that MMR is different between queues, so someone might be Diamond in Ranked and have Diamond MMR there, but have Silver MMR when playing Normals so you might get paired with them there.

Because of this, the most accurate matchmaking is always going to be in Ranked; you'll rarely, if ever, see someone with better Normals MMR than their Ranked.
