This used to be the case, so it was ideal for Nidalee to run away from the target after throwing the javelin. In her someone recent update (or shortly before it) they changed it so the distance value is taken from the place thrown.
So now when you throw your javelin, you can move toward your target without losing any of it's damage-distance multiplier.
