how is ad lulu deal so much damage

To elaborate slightly. Most champions, with a full AD build, will do a lot of damage with AAs. Some will do less, because they have low base AD or low base AS, but at full build, effectively every champion would hurt. Its a case that a lot (most probably) of champions would be incredibly weak until they reached full build.

As for Lulu in particular, she has a couple of things going for her that make her semi-decent when built AD. She has an OKish range and base AS. She has reasonable base damages on her abilities. Her abilities are very useful for keeping her alive during a fight. Her passive gives her AAs bonus damage which scales with her AS.

Her passive (her only real damage steroid) scaling with AS means she can get away with building a BotRK first. BotRK is a geat "I want some easy damage" item. Its %HP damage and mix of AD and AS means you get some midgame damage, which is where a non-AD champ building AD typically drops off hard.

All that said, AD Lulu is still suffers a power trough until nearly full-build.

TL:DR anyone with a full AD build hurts, but typically pay for it with horrendously weak midgames. Lulu has some traits that help cover up that weakness, but is still weak midgame.

Also, for the record, ADCs typically have some major steroid in their kit that makes their lategame more absurdly damaging compared to a non-AD champ building full ad.
