Sejuani has always had a rough go in the jungle, this new jungle is no exception, but not impossible. Haven't tried her since the most recent changes, but in the past I played Q max. Probably go W now. Use your W to reset auto attack, you squeeze out a little more damage doing that. She works well with semi-offensive tank items and CDR, but keep in mind, she's a very moderate generalist. She has no sustain, less CC then Naut, less damage then Cho, less mobility then Zac, and her passive is her only defensive aspect. She does have good aspects of course. Mobility, an AA reset, lots of AoE damage, hard and soft CC, game changing ult, etc.
You really want to maximize your AoE. Get right in the thick of things, keep your W up whenever possible, Q into multiple targets, ult into multiple targets, E after applying Frost to multiple targets, buy items like Sunfire Cape and Abyssal for offensive purposes, and Locket and FH for defensive auras. IBG is a completely viable alternative that will easily proc off her W, but unless you go Magus this will only leave you at 30% CDR. Honestly, Trailblazer + Magus might better then any current Juggernaut combination right now.
Champs like Sejuani win games. They don't necessarily carry games-- and that's a hard distinction for some people to make. They are, however, very rewarding champs.
