is there a keybinding to cast abilities onto allies? or a cast on closest ally? i could have sworn there was one but i cant find it

Nope.
I think you can target allies by using the F1, F2, ... keys
Just move your cursor to them. Is it that hard?
I believe casting on Champions is ~ or ` (I'm on a phone right now, and can't double check). I've never used it, I just remember stumbling on it in the settings.
