Original pass had it at 13k. Then they increased it to 20k. They decreased it with 10.1 to 16k.

well to be fair I just bought the little legends I wanted... I make enough $$ it didn't phase me but it does piss me off to no end for them to change the goal post on people who want to get their legends the hard way...

The number doesn't really matter since Riot has complete control over how quickly or slowly you can get points. They have a day in mind when people will start unlocking stage 11. Whether its 16k, 20k, or 500k people start will reaching the total needed on the day Riot picked.
