The number doesn't really matter since Riot has complete control over how quickly or slowly you can get points. They have a day in mind when people will start unlocking stage 11. Whether its 16k, 20k, or 500k people start will reaching the total needed on the day Riot picked.

Stage 11 was changed like a week ago, it was at 20k then they lowered it to 16k.
