Some general questions

I have a few questions about TFT icons and such. My first question is how do I get the 3 star's on my summoner card? Like when the beginning of the match loads some champs have 3 stars at the bottom of their player card and some have 2 or none. My second question is why my rank boarder for my player card doesn't show up in the loading screen? Not too long ago the ranked boarders started showing up but mine never did. Finally, for some reason there is a little gold icon next to the TFT tab that just sits there and blinks for what seems like no reason. Normally those little orbs indicate that you have some activity like claiming an icon or loot or something but despite not having any of that I still have the blinking icon, does everyone have that?
