Why is it possible to get gold at both krugs and wolves

After only getting 1 item in the initial 3 creep waves? The average player had 3 to 5 items more than I did when I dropped out in 8th shortly after wolves. I'm so baffled how a player's fate can be determined entirely by luck in a "tactics" game.
